The legislation concerning food packaging in the UK is found in the Materials and Articles in Contact with Food (England) Regulations 2012, which is based on Euopean law and can be summarised briefly in that packaging must not ;
(a) endanger human health;
or
(b) bring about an unacceptable change in the composition of the food;
or
(c) bring about a deterioration in the organoleptic characteristics (ie taste and smell).
Certain packaging, especially that which contains plastic has specific requirements that must be adhered to.
Labelling requirements vary from product to product and some useful advice can be found on the Food Standards Agency website
